Chloe Mulligan, DPM

Dr. Chloe Mulligan is a foot and ankle surgeon with advanced training in both podiatric and orthopedic techniques. Her clinical interests include reconstructive surgery, deformity correction, orthopedic trauma, sports-related injuries, ankle replacement surgery, tendon and soft-tissue injuries, and post-traumatic reconstruction of the foot and ankle.
Originally from Huntingdon, England, Dr. Mulligan grew up in a military family and lived in several U.S. states — including Colorado, Hawaii, Texas, and Alaska. She earned her Doctor of Podiatric Medicine degree at Kent State University and completed a comprehensive foot and ankle surgical residency at Swedish Medical Center in Seattle, with training at Swedish Medical Center, Harborview Medical Center, Virginia Mason Medical Center, Providence Regional Medical Center Everett, and UW Medical Center — Northwest.
During residency, she co-authored research presented at the 2025 American College of Foot and Ankle Surgeons conference, earning second place for the work titled “SPECT/CT Diagnostic Accuracy in Total Ankle Arthroplasty Revision.”
Dr. Mulligan is passionate about restoring function, correcting deformities early to help patients avoid major reconstructive procedures later, and advancing the field of foot and ankle surgery through research. She enjoys providing all her patients with attentive, individualized treatment.
Outside of medicine, Dr. Mulligan likes to explore the outdoors with her family — fishing, hiking, snowshoeing, skiing, and spending time on the water. A longtime motorsports enthusiast, she has modified and raced cars in drag racing, autocross, and ice racing. She also enjoys cooking, drawing, and playing musical instruments.
